  • Overview

    Assists in the writing of complex grant applications in response to RFP’s for clinical and social support services for funding awards exceeding $2 million to be provided to HIV infected clients including preparation of detailed grant narratives and proposed budgets.  Coordinates the approval of contracts with Office of Research and establishes controls and procedures for contract administration for more than 12 different federally funded contracts and the Infectious Disease Division

    Responsibilities

    • Prepares, manages and monitors complex budgets for multiple Federal and State grants.
    • Assist in the preparation of the annual budget for the Infectious Disease Division.
    • Serves as back up in absence of Program Manager
    • Provides fiscal and administrative analysis and support for special projects of the Center for Comprehensive Care of Immune Deficiency (C3ID) and AIDS Resource Center.
    • Under the direction of the Program Manager, establishes reporting procedures within EVMS and assures compliance with contract requirements of the Grantees.  Manages contract administration including compliance with Time and Effort reporting, monthly invoicing for services and monthly/quarterly grantee reports.
    • Negotiates service contracts and establishes necessary procedures for delivery of HIV services provided by C3ID at the public health departments in Eastern Region of Virginia.  Negotiates and monitors contracts for laboratory services and negotiates arrangements for nursing and case management support at outside eleven outside clinical sites for an efficient service delivery system.
    • Analyzes and pays monthly laboratory and other service invoices for HIV patients
    • Updates patient and financial information in CAREWare (HRSA HIV data system)
    • Monitors and assures the correction of errors in the billing and collection of grant funds under various grant awards and service contracts for the unit.
    • Approves and directs the payment of invoices for all services required under the grant funded contracts.
    • Analyses proposed clinical research contracts/projects, prepares budgets and assists Principal Investigator in analyzing the unit profits/financial impact on the unit of potential new projects.  Monitors current research project budgets and reports any variances to the Principal Investigator.
    • Analyses clinical expenditures and revenues and reconciles variances with proposed budget for projects and grants.
    • Accounts for all receipts and expenditures from the C3ID Director’s fund.
    • Represents the Center for Comprehensive Care of Immune Deficiency (C3ID) at EVMS at vendor meetings and other appropriate meetings and national conferences as required during and after normal work hours.
    • Analyses data requirements and workflow, designs system requirements and programs system in Microsoft Access to establish and maintain specialized patient information on over 2,000 patients
    • Directs the procurement and assures delivery of administrative supplies and services for the grant funded services for the unit. 
    • Provides liaison with the community, AIDS Service Organizations (ASO’s), public health departments, Greater Hampton Roads HIV Health Services Planning Council and Eastern Virginia HIV Care Consortium.
    • Performs other duties as required.

    Qualifications

    Bachelors’ degree in finance, accounting or economics and at least 3 years of experience. Relevant budget and finance experience. Knowledge of HIV medical care delivery system desired but not required. Expert knowledge of Excel spreadsheets, Word and familiarity with Access.
